sudo actually opens a new console window. On Windows, this is a problem. Windows doesn’t have a good way to run programs elevated that don’t open a new console, so that’s why we use an elevated console and have it open a new process.
It’s trivial to open an elevated console. If you run wine whatever.exe, you get a UAC prompt and then an elevated console window. Short answer: Wine uses the same UAC APIs as windows, so if you run a windows program under wine, it will behave like it would under windows.
Longer answer: I’m not an expert on windows API’s, but I think the reason there’s no such thing is that a lot of the APIs are wrappers for things that are already happening. If you want to do an operation that opens a new window, then it’s going to be implemented as a new API call.
